Justin Flynt brings more than 20 years of public safety experience, including extensive leadership, to Vigilance Public Safety Consulting. He most recently served as Captain of the Resource Management Division for a municipal police department, where he oversaw workforce strategy, operational systems, HR processes, policy accreditation, and technology acquisition. His background aligns closely with Vigilance’s mission to help agencies spend smarter, plan strategically, and prepare for the future. Over his career, Justin has led major initiatives to improve recruitment and retention, managed citywide technology upgrades including RMS/IAMS modernization, and coordinated hiring and promotion processes to strengthen agency staffing.
Justin holds an MBA from Pfeiffer University, with a focus on ethical and sustainable business practices, and a Master of Justice Administration from Methodist University. He blends strong analytical skills with practical, real-world experience to help agencies operate more efficiently and effectively. His dedication to developing talent, modernizing systems, and supporting long-term operational readiness reflects the vision and goals of Vigilance PSC—to help public safety agencies think sharper, spend smarter, and serve stronger.
Widely respected for his work in operational improvement and technology integration, Justin has managed multimillion-dollar public safety technology projects and negotiated contracts to ensure compliance and value. His training includes Infrastructure Disaster Management from Texas A&M’s National Emergency Response & Recovery Training Center (TEEX) and FEMA’s All-Hazards Planning Section Chief (ICS-962). He is also a former FBI-certified Bomb Technician. More recently, Justin completed Duke University’s Human Resource Management Program and earned his SHRM-SCP certification, furthering his commitment to building strong, resilient public sector workforces.
